By 71 the 3 divisions had pretty much divided themselves
D1 had stopped, for the most part, playing any D2 and D3 schools in the 50's, and the D2 & D3 schools had started to start organizing conferences of schools that were similar in order to schedule games. When the I-A and the I-AA split happened, I think the lawsuits and threats of lawsuits are why some FBS teams schedule an FCS opponent every year to placate the politicians in their states. That mostly affects the ACC, SEC, and a few B1G schools (RUT/UMCP/PSU) since they had historically played those FCS schools.
